India has an estimated 38-50 crore workers in the unorganised sector — construction labourers, domestic workers, street vendors, farm workers, and gig and delivery workers — most of whom historically had no formal identity within the social security system. The e-Shram Card fixes that gap with a free, lifelong worker ID that unlocks insurance and priority access to welfare schemes.

What Is the e-Shram Card?

Launched by the Ministry of Labour and Employment, e-Shram is the National Database of Unorganised Workers (NDUW). On registering, each worker receives a 12-digit Universal Account Number (UAN) — a portable identity that stays with you regardless of which state you work in or which employer you work for.

Who Is Eligible?

  • Any unorganised sector worker aged 16 to 59 years.
  • You should not already be a member of EPFO or ESIC (organised sector employees are not eligible).
  • You should not be an income-tax payer.
  • Gig and platform workers (delivery riders, cab drivers on aggregator apps, etc.) are eligible, provided they meet the above conditions — the Code on Social Security, 2020, which came into effect in late 2025, formally recognises gig and platform workers under Indian law for the first time.

What Benefits Do You Get?

  • ?2 lakh accidental death/disability cover: Registered workers are automatically enrolled in Pradhan Mantri Suraksha Bima Yojana (PMSBY), which also covers up to ?1 lakh for partial disability, at no cost for the first year.
  • Priority access to linked schemes: e-Shram cardholders get priority consideration when applying for schemes like PM Awas Yojana, PM Ujjwala Yojana, and Ayushman Bharat.
  • Easier access to pension: Registration makes it simpler to enrol in Pradhan Mantri Shram Yogi Maan-dhan Yojana (PM-SYM), which provides a ?3,000/month pension after age 60 for contributions of ?55-?200/month made before age 40.
  • Direct Benefit Transfer readiness: The government uses the e-Shram database to route cash assistance during crises directly to registered workers.

Common Misconception

A one-time ?1,000 COVID-19 relief transfer was made to some registered workers back in 2021. There is no ongoing monthly cash payment under e-Shram in 2026 — be cautious of any app or message claiming otherwise.

How to Register

  1. Visit eshram.gov.in and select the self-registration option, or visit your nearest CSC.
  2. Verify your identity using Aadhaar-linked mobile OTP (or biometric fingerprint scan at a CSC if your mobile isn't linked).
  3. Self-declare your occupation category and provide basic personal and bank details.
  4. Receive your 12-digit UAN and download your e-Shram Card instantly.

e-Shram vs Labour (BOCW) Card

These are two different things. The e-Shram card is a central government ID covering 400+ occupation categories nationwide, while the Labour Card (BOCW) is state-specific and applies only to construction workers. If you're a construction worker, it's worth holding both, since each unlocks different benefits.
